FEDQUANTUM SIGNAL 004
FEDERAL ACQUISITION · SEPTEMBER 2026
The quantum transition is moving into federal procurement.
Federal post-quantum policy is beginning to extend beyond agency systems and into the contractor ecosystem, bringing quantum readiness closer to federal acquisition, technology supply chains and contract performance.

THE SIGNAL
Federal quantum readiness is moving beyond the agency boundary.
The federal government's post-quantum transition is beginning to extend beyond agency systems and into the contractor ecosystem.
Executive Order 14412 directs the Federal Acquisition Regulatory Council to propose acquisition requirements for covered contractors to comply with applicable NIST cryptographic standards incorporating post-quantum algorithms.
WHY IT MATTERS
Quantum readiness is becoming a condition of doing business with government.
For companies that sell technology and services to the federal government, quantum readiness is increasingly becoming more than a cybersecurity issue.
It is becoming an acquisition, product, supply-chain and contract-readiness issue.
The implications may eventually reach well beyond prime contractors. Federal technology environments depend on subcontractors, software providers, cloud platforms, OEMs, managed services and other third parties whose cryptography may become part of an agency's migration surface.
WHAT TO WATCH
The FAR rule will define how quantum readiness enters federal contracting.
The proposed FAR rule will be the critical next development.
Its definitions, scope, applicability and implementation requirements will help determine how PQC obligations flow through the federal contractor ecosystem—and how quickly quantum readiness becomes part of competing for and performing federal work.
FEDQUANTUM VIEW
The agency boundary is not the boundary of the quantum transition.
Federal systems depend on a vast commercial technology ecosystem.
As agencies inventory cryptography and develop migration plans, the readiness of the companies that build, operate and support those systems will increasingly matter as well.
